Councils are currently required to prepare a 4 year plan within 6 months of a general election or June 30, whichever is later. Councils don't like this type of pressure. They want 12 months to develop their plan. This is amazing. With all the staff, consultants and resources councils have available, Manningham and other councils find it hard to get a plan together of what they hope to do, put costs on it and prepare a budget document. They want 12 months to do something that would take people in private enterprise in the order of a few months to do. The consequences of this will be that councils spend more time, money and resources in the planning process and are left with less time to actually implement their plan. And it would seem logical that they reduce the scope of their budgeted plan to allow for the reduced time they will have available to implement it.
